GAZA CITY, Gaza Strip (AP) — When nightfall descends upon Gaza, the glittering lights of the Level Up restaurant seem to be the only bright spot in this darkened city.
In a territory plagued by chronic power outages, poverty and shortages of construction materials, the restaurant defies all the rules: It's well lit, thanks to a humming generator. The tables are crowded and hard to come by, and it is one of the few places in Gaza to rebound and relax.
"People want to believe that they should live their lives," said Basil Eleiwa, the manager of the restaurant. "People seem to like this place."

The story of Level Up is in many ways the story of Gaza. It's located in a high-rise complex that symbolized the short-lived hopes for prosperity in the crowded seaside territory two decades ago. It has been impacted by the rule of the Hamas militant group, experienced the horrors of war, yet somehow manages to plod along in difficult circumstances.
The restaurant opened just days before last year's war with Israel broke out on July 8. At first, it suffered only minor damage. But about three weeks into the fighting, owner Mohammed Abu Mathkour says he received a phone call from the Israeli army.
An Israeli intelligence officer told him that Hamas maintained a communications antenna on the roof of the building and that he had several hours to take it down.
"I told them I cannot take it down without permission from the Hamas Interior Ministry," he explained. Knowing what lay ahead, he rushed home to avoid the likely Israeli attack. The next day, Israeli tank shells hit the upper floors of the building. Level Up's kitchen was severely damaged.
The Israeli officer called him back, and Abu Mathkour says they had the same argument about the antenna. The 56-year-old, who worked as a construction worker in Israel as a youth, vowed to rebuild the damage.
"You destroy. I rebuild," he says he told the officer on the phone. "That's what I was born to do."
In the following days, the building absorbed two more rounds of shelling, Abu Mathkour said. During a temporary cease-fire, he visited the site to inspect the damage. The restaurant was flooded and covered in dust. Chairs and tables were broken, and so was most of the glassware.
When the Israeli officer called again, Abu Mathkour says he told him: "I promise you to open it 10 days after the war stops."
Israel considers Hamas, an Islamic militant group committed to its destruction, a terrorist group. Since Hamas seized control of Gaza from the forces of Palestinian President Mahmoud Abbas in 2007, Israel and Hamas have fought three wars, including the devastating 50-day fighting last summer that killed about 2,200 Gazans, including hundreds of civilians, and 73 people on the Israeli side. Thousands of buildings in Gaza were damaged or destroyed.
The Israeli military said the strikes on the Level Up building were being reviewed. A military official said the building had been a "hub of terror activity," but did not elaborate. The official spoke on condition of anonymity under military protocol.
Abu Mathkour denies the allegations. Owner of one of the largest construction firms in Gaza, he says he began making repairs before the war ended. Whenever there was a lull in fighting, his workers mixed cement in the basement of the building and sent it to the roof in buckets to rebuild the walls.
The war ended on Aug. 26, and Level Up reopened on Sept. 10.
These days, reservations must be made well ahead of time to get a table, especially in the evenings. The cafe and restaurant are packed with people, as customers dine and smoke flavored tobacco from bubbling water pipes.
"The place is new. We see the sea from here and see all Gaza. It's open, not dark," said Sami Abu Haloub, a 34-year-old engineer who sat with his friends sipping hot drinks and smoking.
Abu Mathkour believes he kept his promise to the Israeli officer, not only by repairing the damage, but by expanding the business with a fancy dining room built on the roof. In addition to drawing more customers, the rooftop project had another benefit: Hamas agreed to remove its antenna to make way.
Level Up is located in one of a string of 15 high-rise buildings that Abu Mathkour's Zafer Company has built since 1993. At the time that construction began, Israel and the Palestinians were signing a preliminary peace accord, and the future of Gaza seemed bright.
Abu Mathkour began work on building 9, where Level Up is located, in 2002 and it was meant be the first glass-walled tower in Gaza.
Construction was completed two years later. But the death of longtime Palestinian leader Yasser Arafat in late 2004 delayed its grand opening.
It was the first of many delays. In 2006, Palestinian militants captured an Israeli soldier, prompting an Israeli military offensive that damaged the facade of the still-unoccupied building. Israeli airstrikes periodically targeted a security compound nearby.
Hamas won parliamentary elections in 2006, then violently seized control of Gaza from President Mahmoud Abbas' forces. The building's facade was damaged again, this time by Palestinian fire.
The takeover was followed by an Israeli and Egyptian blockade, and three wars with Israel. The blockade has pushed Gaza's economy into recession, and the building's office space has never been rented.
"This is the nature of my work. They destroy and I build," Abu Mathkour said. His next big project is to open a rotating rooftop restaurant. "This is, if there isn't another war in the next two years," he said.

Though Mona was concerned about the possible repercussions of a diet on her health, she found a doctor who has helped her adopt a diet to help her lose weight in a healthy fashion. She believes she has made the right choice.
Samah Khaled, 26, from Gaza City, believes that her excess weight has stood in the way of her finding a husband, so five months ago she consulted a dietitian and has now lost over 40 kilograms (88 pounds).
“In an attempt to change my social life and enter a new phase, especially since most of my friends are now married, I decided to resort to a dietitian to lose weight and have a better figure. I was more convinced by the idea of diets after meeting women who lost a large part of their body weight,” she explained.
Samah said that her psychological state has improved since her weight loss, as have her chances at finding a husband.
Obesity has become prevalent in the Gaza Strip, as confirmed by the increasing demand on dietitians. Ata Qaisi, health care consultant and owner of Gaza City's Diet Center, said obesity can have negative repercussions on a person's life, making him or her more vulnerable to hypertension, diabetes and joint pain. Obese women are also more susceptible to pregnancy complications and miscarriages, according to Qaisi.
Qaisi told Al-Monitor that there is a large demand in Gaza for weight-loss programs. “The comfort is in the improvement of the figure and this is what we seek through our programs, which are supposed to be followed through diets and not only by relying on weight loss. When the person finds that the weight has been reduced and the shape has been improved, his or her entire life completely changes. This is how people find comfort in their hearts and minds,” he said.
Qaisi said that many Palestinians have consulted weight-loss centers, either in a bid to treat obesity or just to shed a few pounds ahead of a social event. Only five weight-loss centers can be found in the Gaza Strip, according to Qaisi. Statistics on the number of nutritionists in Gaza are unavailable.
Some people consume herbal supplements or take pills to lose weight in a short period of time, said Qaisi, yet this often results in complications and does not help individuals lose weight. Qaisi estimated that women represent 95% of weight-loss program clients.
In the Gaza Strip, a high proportion of people suffer from obesity. “Only 18% to 25% of the Strip’s residents have a normal weight," he said. "The rest are suffering from obesity because of the nature of our life pattern, in addition to the unbalanced social lifestyle, bad eating habits, food traditions and dessert consumption.”

Gaza Strip’s middle class enjoys spin classes, fine dining, private beaches
GAZA CITY — Alongside the Hamas training camps and bombed-out neighborhoods, there is a parallel reality where the wafer-thin Palestinian middle class here is wooed by massage therapists, spin classes and private beach resorts.
Media images beamed from the Gaza Strip rightly focus on the territory’s abundant miseries. But rising from the rubble of last summer’s devastating war with Israel are a handful of new luxury-car dealerships, boutiques selling designer jeans and, coming soon to a hip downtown restaurant, “Sushi Nights.”
This is the Gaza outside the war photographer’s frame, where families of the small, tough, aspirational middle class will splurge on a $140 seaside villa with generator power to give their kids a 20-hour staycation with a swimming pool and palm trees.
This is the sliver of Gaza, a coastal enclave with the highest unemployment rate in the world, with personal trainers, medium-rare steaks, law school degrees and decent salaries.
The surviving bureaucrats, doctors, factory managers and traders in the middle class who haven’t abandoned Gaza often say they are squeezed between the Israeli blockade, with its tight restrictions on travel and trade, and the Palestinian leadership, including the Islamist movement Hamas, which has controlled the strip since 2007 and has fought three fruitless wars with Israel in six years.
“I like to get out a night or two a month. You have to, if you can afford it. You have to live life, just a little bit, even in Gaza,” said Samia Hillis, 33, a counselor whose days are spent working with children suffering from post-traumatic stress disorder.
Hillis was sitting with her niece at the new open-air rooftop restaurant called Level Up in the high-rise Zafer Tower. The tables were crowded with families celebrating children’s birthday parties with balloons, beside shy young engaged couples whispering sweet nothings, and women — most in headscarves, some not — smoking flavored tobacco in water pipes.
Zafer Tower was hit by a half-dozen Israeli shells and missiles last summer. Israeli artillery took out a Hamas communications antenna on the roof. The restaurant kitchen was scorched by fire. An Israeli military spokesman told the Associated Press that the building had been a “hub of terror activity” but did not elaborate.
[War punishes Gaza]
“I believe the people of Gaza deserve much better than they get,” said Basil Eleiwa, the restaurant’s general manager, who says he tries to keep his prices — for chicken salad sandwiches or sea bream with lemon — reasonable.
The restaurateur called the middle-class market in Gaza “limited, precious, almost endangered.” He described the Gazan economy as “driving off a cliff.” He recalled a conversation he had with a Hamas leader in 2007, after the Islamist movement took control of the coastal strip. The official wondered aloud if it would really matter if 100,000 people left?
Eleiwa pointed out that was the sum total of Gaza’s middle class.
The signs of revival, beside the ruins of war, can be jarring.
Not a single one of the 18,000 homes destroyed in last summer’s war is habitable. Reconstruction moves at a glacial pace. Black-market cement is the currency of the realm. Unemployment in Gaza, at 43 percent, is the highest in the world, according to the World Bank, which declared that “blockades, war and poor governance” put Gaza’s economy on the brink of collapse. Nearly 80 percent of the strip’s 1.8 million people receive social assistance.
But the seaside corniche, restored with funds from Qatar, now boasts Grand Motors, a car dealership with a row of gleaming late-model Mercedes-Benz sedans on the lot.
“We’ve been open two months and sold two,” said Moemen Abu Ras, a partner. His family has been in the used-car parts business in Gaza for three generations. The market for luxury sedans is tiny, he said, but still, there is a niche to fill. “But slow,” he said.
There’s a black 2014 Mercedes E-class sedan with 20,000 kilometers on it for sale on the lot for $80,000, give or take. “The taxes are the killer,” said Abu Ras, who pays cash for the cars in Germany, ships them through the Israeli port of Ashdod and then pays duties and taxes to Israel, the Palestinian Authority and Hamas.
A mile away at the newly opened Techno Gym, Gazans pay about $100 a month for an all-inclusive membership at the air-conditioned sports club, which offers cardio workouts, hydrotherapy, spin classes, swimming lessons and high-end weight machines, which were imported from China but delayed at Israeli customs in Tel Aviv for two months because of the war.
“This isn’t a business, this is a dream,” said co-owner Ammar Abu Karsh, who taught the cardio class under a sign that read in English, “No Pain No Gain.” The club boasts more than 500 members.
“Gaza has gyms but nothing like this,” said Mohammad Migdad, a competitive body builder with biceps the size of grapefruits.
Migdad helps train newbies and fellow competitors. “We expend our energies here in sport instead of sitting around depressed or becoming extremists,” he said. He confessed that the life of a Gazan bodybuilder is hard. “You can’t travel, and no sponsorship,” Migdad said. “Also, if you want big muscles, you have to have supplements, and the price is too much.”
At the gym, a tub of Arnold Schwarzenegger’s Iron Whey protein costs $130, almost triple the price in a California gym.
Gaza has had a lone five-star hotel, the Mashtal, since 2011. It was mothballed for some years but is open again. Across the street is the newest sensation, the Blue Beach Resort, which has an Olympic-size swimming pool, cabana boys and a private beach.
After an Israeli TV news station did a snarky piece on the resort — wondering aloud how tourists would arrive, if not by smuggling tunnel? — the management decided to lower its profile. An employee at the hotel said Hamas security complained that journalists were giving the world the wrong impression about Gaza.
Omar Shaban, a respected economist here, said, “Always in every society, during war, famine, whatever, you will find some risk-takers, some entrepreneurs. Here the business people are hopeless the siege will end, so they look for other opportunities. There’s no export. No garments, no flowers, no trade. So they sell something to Gaza. Some cars, restaurants, resorts.”
Shaban shrugged. “It’s not much,” he said.
But for Gazans who can afford it, a little taste of middle-class pleasure keeps them going. At a beach villa last week, the Ammar family piled out of their cars, carrying plates of hummus, spicy olives, sandwich meats, mangoes and grapes, and cranked up the music. They rented the villa for 20 hours for $140 to have a pool party.
